From within Windows, no.

You might be able to go into your BIOS and deactivate the drive there though. Then Windows won't see it at all.

The one thing that sounds flakey to me is why the modem has an IP address at all. The modem should be the pipe through which a connected PC or router get's it's IP but shouldn't have one of its own. At least, that's how mine is set up.

Okay, the 255.255.0.0 mask on the modem defines the size of the network on the modem side of the router. But since there is only one device there, the router, it doesn't matter.
