There is no "Journal of Geoclimatic Studies" and the author of the hoax says

Its purpose was to expose the credulity and scientific illiteracy of many of the people who call themselves climate sceptics. While dismissive of the work of the great majority of climate scientists, they will believe almost anything if it lends support to their position.

Thanks to the Internet and the speed of communication these days hoax's such as that can be debunked very quickly. Rush Limbaugh read a portion of the report on his show the other day. Within 5 minutes he had received an e-mail from a climatologist who informed him it was a hoax.
