That is indeed the correct television programme,
Keeping up Appearances, but not the correct characters. However, the objective is to identify the programme, not the particular setting or scene. So I think you are OK, even though you have not correctly identified the home of the great English philosopher Onslow.

American sit-com from the early 90's. The show was set in Atlanta, GA, while the exterior shots are of
this place, in Little Rock, Arkansas.

Not sure, but I'm not even sure what airport that is - it's not Domodedevo, it's not Sheremetyevo, and it's not Vnukovo.
