I would say that's the correct parsing. My earlier response has an implied :D at the end of it.

Seriously, it seems to me that they are thought of similarly to the way many eastern Europeans think of gypsies. But I've never lived on Great Britain or Ireland (well, I kind of passed through at a very young age when I was in a transitional state), so I'm not completely sure whether that's an appropriate analogy. . .

Yep, gypsies = tinkers (more or less, tinkers can also be itinerant Irish). I read it as a ragged arsed tinker who steals cows.

No idea about the film though.
