The Third Man was set in Vienna :P

The protagonist was a criminal, being blackmailed into spying for the British.

It Takes a Thief features a criminal more or less being blackmailed into working for Lloyd's of London, so I guess they are the British :P I mean the British government though.

In this film, there are people trying to cross the Berlin wall from east to west, but also people trying to cross from west to east.

I really enjoyed "The Quiller Memorandum". I was about 14. Can't remember much of the plot :roll: . Great theme music. (John Barry, (et al) did James Bond music)
