Hmm, Bundes = national/federal
ausbildungs = training? Late WW2 German divisions were littered with "Ausbildungs und ersatz" units which were hastily made up from training schools and waifs and strays so I'll go with that.

"Aubildung" in this case means professional training
"Fördern" - to support, to foment, to fund
"Gesetz"= law
The federal professional education support law, meaning, the law by which students from poor families receive money, partly as a subsidy, partly as a loan, from the Federal government in order to finance theri university degree.
