Yes, it started poorly, kind of lulled a bit in the middle and THEN went downhill fast towards the end.

Do you mean that the lead actor is English, even if it was an American production?

The lead actor is English, the film is made in english. On checking IMDB it describes the film as UK.

In that case, I would hazard a guess at Taxi although, if correct, I didn't know it had been remade.
