Not Godzilla. Gene Hackman was in both films, this one and the sort of remake/sequel in 1998.

The only thing I can think of from 1998 with Gene Hackman in it is Enemy Of The State - although if that's a remake or sequel, then I didn't know that and have no idea what the original is.

Ah, that would appear to be the problem. It isn't really a sequel or a remake, but the Gene Hackman character is essentially the same in both films.

Nope, and nothing to do with any Star Trek films either. The building is in San Francisco, but in the film it's specifically somewhere else.
