Based on nothing other than the location being Berlin and the film being a 60's comedy, I'll offer (the original) Casino Royale as a guess.

I'm not sure I would describe Casino Royale as a "glorious comedy" and I suspect the Berlin scenes were shot on a studio lot in the UK but it is better than any guess I have.

It's Prüfstützpunkte, if you please. And the film is not Casino Royale.

The film also had a prominent, and utterly hilarious scene at the Brandenburg Gate.
The building shown hasn't only seen better times - in those times, it served exactly the same function as it does in the film.
