Yep. During the climactic car chase scene, Elwood remarks that they are near the Honorable Richard J Daley Plaza, and Jake replies with 'That's where they have that Picasso." However, their penultimate destination isn't the plaza or the center, but rather the government building seen in my Location Street View. The Bluesmobile heroically delivers them to the building, but completely disintegrates when the brothers exit the poor car, very near that entrance and those statues.

The Daley Center itself, if I recall, was used as Wayne Enterprises for the new Batman movies, but I don't think this building was featured.

The Birds was set in Bodega Bay, California, which happens to be where the first Russian buildings in California were built.

But my location was not in The Birds. Or at least, I don't think it was :)

Your answer is correct!

It is the tower that JS was unable to climb the first time, due to his ailment after which the film is named, but succeeded climbing the second time, forcing KN along with him.
