No search, just based on your clues - you said units were millions, media consumption, it's declining - since Germany has, what 80 million, it seemed about right.

Possibly the thing represented is seasonal, but the graph is not fine enough to show that.

The cases where a bar is missing should be interpreted as "zero".

The bars in the graph seem to represent whole numbers. Is this true?

Are the numbers on the x-axis years C.E. (or A.D., if you prefer) ?

Yes, this is true. The vertical axis measures a discrete quantity.
