That's how I read it too.

Does it have anything to do with vaccinations?

Heid is right about younger and older.

I think we'll give it to MMDandy - it's not the age distribution of new HIV infections, it is the age distribution of AIDS prevalence. It shows two things: The first AIDS sufferers were young in the early years - which surprisies noone -, and they are ageing - which gives tribute to the effective treatments we have. And the disease lacks a resupply from the younger age group, thus making containment (at least in Germany) more likely.
