OK sorry for keeping you without a hint so long.

a) the last post WAS a hint.
b) the graph represents some interesting data set by plotting a single dot for every individual event. The small number of blue dots represent (or "count") the fraction of events falling into a certain class.

The last column is not complete, so each dot is an incident. I didn't count the number of dots in each row and each column, but I did estimate it and - well, it's plausible.

The 46 blue dots are too many to be deaths by "terrorists", but not enough to be those shot by police. 46 is about the right number for those killed by toddlers with guns.

Actually not. The number actually killed (rather than just shot) by toddlers is substantially smaller, although still larger than the numbers killed by terrorists.

The blue stripo does indeed represent the number killed by terrorists. There was an unusually high number of shootings with such a backrground in 2015. The graph is part of a treatment of the subject published by the website FiveThirtyEight (I recommend the article as well as the website in general). You can find it here (and maybe Mactep can find the preicise criteria that qualify a shooting as "terrorist").

Although Mactep didn't come to the conclusion intended by me, I think he deserves the next round a hair more Llance does. Objections?
