That's it, exactly. The striking thing about the graph is that it does show predicted vs. observed values, including error bars - there is just no real difference... :D

The outlier is the reason I got the idea. (I made the graph myself, but I'll mention the data source when the puzzle is solved.)

Well, if the last dot is 2015 then the outlier is 2003.

Chemical weapons BELIEVED to be we were TOLD are in Iraq?
