I think Arneb is close, but we need to be more specific: sex with a 15 year old. Underage sex is illegal pretty much everywhere - the question is, what do you mean by underage?

Oh hold on - maybe prostitution involving a person under 18. In the UK, the normal age of consent is 16, but it goes up to 18 for sexual exploitation (e.g. prostitution or porn).

So we've found something that Germany is more liberal on than Denmark or Sweden. I'd always thought that on anything to do with sex, Denmark was about as liberal as it gets.

Yes, it's 'institutions', as opposed to individual member states.

But Denmark only has one category whereas most have two and the EU institutions and Germany both have three. But the relative proportions of green and yellow vary quite a lot.
