Green is equipment (hence only minimal green from the EU institutions, and none from Japan), blue is humanitarian aid, and yellow is money. I think we can consider Llance the winner here.

It can't be "lifetime", as that would mean the numbers could only go up, and they don't. In the U.S.? If I'm right, Id doubt these numbers would hold for, say, Saudi-Arabia.
