Interesting. I didn't like my own guess too much because Mexico doesn't really impose legal restrictions on press freedom, and Mongolia's greeen looked a bit optimistic.
Unrestricted access to uncensored internet then?

I suppose the website has a strong focus on institutional restrictions of freedom. In that context, having to fear to be blown up in front of a polling station counts less than routinely having your right to free assembly demolished through silly administrative acts, physical harm notwithstanding.
So I'll have to think again...
