Most of these problems would disappear if people would drive in the left lane only when passing. The left lane is also called the "passing lane", although if your experience came only from the US, it would be a bit of a mystery why it's called that.

I have a cartoon I cut out from some magazine decades ago. It was a drawing of an endless line of cars, BMWs, M-Benz, Audi, each with the driver leaning out the window shaking a fist at those ahead. They are all in the passing lane. SOme fellow in a little nameless car is driving by them in the empty slow lane looking quizzical. The caption is something like "Autobahn drivers exercising their birth-right to the fast lane."

That could be a German cartoon. The problem is exacerbated by the fact that it is forbidden here to overtake on th the right, so if some idiotsslow down on the fast lane because there are so many of them, you are required to slow down as well even if you have the lane for yourself. Then again, those folks clustering on the leftr break the law as well because of the Rechtsfahrgebot.

Here it would be a Linksfahrgebot, but usually they just call it "road hogging".

In Malaysia, the small motorcycles are supposed to ride in the breakdown lane.

Are you not allowed to pass a car in the fast lane if you're in another lane, even if you just happen to be going faster than it and minding your own business, rather than actively manoeuvring your way around it?

The question was about Germany and I don't the answer, but in North America, if you didn't pass on the right, you'd be a prisoner an awfully high percentage of the time . . .

Generally, no, you are not. Just "innocently" being faster theen your left neighbour is a relatively serious traffic misdemeanor (outside a settlement, € 100,-- + 3 points in the traffic registry). There are exceptions: The middle lane on the autobahn is treated more leniently, as are multilane roads inside of settlements, intersections, et al.

This is one of the reason why the obligation to drive on the right is usually pretty strictly enforced. Just lumbering along on the left lane without traffic in the center and right lanes can cost you € 80 and a penalty point in the central registry.

If we're talking real numbers, there is no greatest number that is less than one. Take any number x<1, and calculate (x+1)/2. (x+1)/2 is greater than x, and still less than one.
