According to Wikipedia (which actually has a page on the "Whenever you masturbate..." poster, if you can believe it!), the teddy bear gone wrong is called "Domo-Kun", and is the mascot of some Japanese television station:

I think it's the other way around, and that "domo" is the "indeed". I think domo arigato means "thank you very much" and arigato just means "thank you". I would then think domo konnichiwa would be like "I am very happy to see you" as opposed to just "hi".

But that is all just a guess. I know not of that which I speak.
