I just checked, and this is correct. However, this year is the first year the Rugby Championship and the World Cup will both be held, so there are zero data points on that one. Regarding the tri-Nations, it only started in 1996, one year after the 1995 world cup, so only 1999, 2003, 2007, and 2011 had both. England won in 2003, and they're not in the tri-Nations, so there were only three other opportunities So the Tri-Nations/World Cup winners were New Zealand/Australia in 1999, New Zealand/England in 2003, New Zealand/South Africa in 2007, and Australia/New Zealand in 2011.

It appears that the Czar was probably otherwise occupied with this, so I think it's safe to assume that he read about it. My Cub-fan relatives would not come into existence for another 50 years, at the earliest - and really wouldn't be Cubs fans until they got cable (and WGN) nearly 30 years later.
