This seems to happen every once in a while - the URL tag won't work and I've been having to code an HTML hyperlink instead.

Okay, if I change the ( and ) in the first URL to %28 and %29 it works. Seems the software just doesn't like parentheses. :?

Is there a reason for this, or any way to fix it?

Apparently there is a security exploit for IE that makes use of parenthesis in URLs and phpBB decided to disallow URLs containing parenthesis because of it. So, the proper way to include parenthesis now is to do exactly what you did.
