Yeah, probably. We do know half of this happens already. Several California hospitals have been busted for dumping homeless people on the street so they don't have to provide care. They got busted when one of the alleged homeless guys was actually a middle class business man who was suffering from some temporary mental condition. (I don't recall the details.) When he came back to his senses, he remembered everything that had happened to him and how the hospital staff treated him. Law suits followed...
I just don't understand why the Louie CK clip is funny. Not complaining or taking a social stance here at all. I just don't get it. But don't worry about it. It's not important...

It's the absurdity of it. The FBI/CIA/whatever engaged in some sinister, nefarious plot, in which it is absolutely essential to replace this homeless guy with some other homeless guy . . .
