How can Steamboat Willie keep spinning the wheel but the boat keeps going straight?

He does seem to alternate to the right then to the left, so perhaps he is dodging shoals, or skirting eddies, keepin' it straight.

Actually it looks like he might be circling in a lake. He passes the same tree, then two trees, then a bush over and over.

I think in the American version of The Office they let the office #2 guy (Dwight) use the completely useless controls on the cruise ship to make him feel good about himself.

I know in some office buildings they mount dummy temperature controls on the walls so people can nudge the HVAC up and down - so they think - without upsetting the carefully set system.

Why? Same reason I give for any seeming inconsistency/error in movies- Script calls for it.
