No, that is reserved to the UK parliament. Which may or may not be a good thing.

Doesn't seem all that much worse than what any of the States signed onto when they joined the US.

Well, except for giving up responsibility for the armed forces. And drug and firearm regulation. And employment legislation. And regulating the medical profession. And gambling regulation.

We gave these things up in 1707 in exchange for economic security, we just didn't get them back.

You can be charitable, you aren't paying for a layer of unnecessary government. The saga of the building is in another thread which I'll try and find.
